Minister of Higher Education and Scientific Research Signs with His Algerian Counterpart the 2025-2026-2027 Executive Program for the Joint Cooperation Agreement in Higher Education and Scientific Research

His Excellency the Minister of Higher Education and Scientific Research, Dr. Yaqoub Ould Amin, signed this morning, Monday, February 17, 2025, in Algiers, with his Algerian counterpart, His Excellency Mr. Kamel Baddari, the 2025-2026-2027 executive program for the cooperation agreement between the two countries in the field of higher education and scientific research.

The signed program includes provisions related to university mobility for students and researchers, training at the master's and doctorate levels, and medical specialties. Regarding scientific research, it provides for researchers from both countries to access digital information platforms, manuscript centers, and historical document archives.

In response to the welcoming speech delivered by his brother and friend, the Minister of Higher Education in sister Algeria, who praised the level of cooperation between the two countries, the minister expressed his delight and pleasure at being in Algiers, where he and the accompanying delegation received the warm welcome and legendary hospitality of the great Algerian people. He stated that his visit comes “to strengthen and develop the ties of cooperation between the two countries—the Islamic Republic of Mauritania and the sister People's Democratic Republic of Algeria—particularly at the level of higher education and scientific research, to which we both attach special importance due to its pivotal role in achieving the ambitions of our leaders, His Excellency President Mohamed Ould Cheikh El Ghazouani and His Excellency President Abdelmadjid Tebboune.”

His Excellency Dr. Yaqoub Ould Amin recalled the role played by higher education and scientific research as an essential driver of national development, and our country's commitment to ensuring that the system fulfills the expectations placed upon it. He highlighted the comprehensive reform approach adopted by the ministry to develop the sector, and commended the excellent level reached by cultural exchanges between Mauritania and Algeria, as well as the valuable contributions provided by Algeria over successive decades, which have enabled the training of thousands of high-level Mauritanian cadres—doctors, engineers, university professors, and administrative teams in various fields—embodying the deep-rooted fraternal ties between the two countries and the aspirations of the brotherly Mauritanian and Algerian peoples.

His Excellency the Minister stated that the 2025-2026-2027 executive program for cultural and scientific cooperation represents “another new building block that will support this blessed journey,” affirming our country's readiness and firm commitment to continue joint work with sister Algeria to develop cultural and scientific cooperation, thereby elevating its level in the future across all fields.

The signing ceremony was attended, alongside His Excellency the Minister, by His Excellency Mr. Sidi Mohamed Abdallah, our Ambassador in Algeria; Ms. Mariem Babbakar, Cultural Advisor at our Embassy in Algeria; and two members of the delegation accompanying the Minister: Mr. Mohamed El Amin Ould Ahmed Zeidane, Mission Officer, and Mr. Sedfi Es-Sakhawi, Director of Guidance and Scholarships.
